Phase out older HAPI versions (and shut down related servers and sandboxes)

Phase 1: Notify users to reach out to use to keep their data via email, sandbox banner, and notification.

Phase 2: Migrate sandboxes of those who have reached out to us as well as affiliated sandboxes (hspcdemo, etc.)

Phase 3: Reset rest of sandboxes on November 15th and delete sandboxes not used for a year.

Phase 4: Move all apps running on legacy servers to run in AWS.

Phase 5: Shut down the servers.
