Design Brief

 

Problem Description

How might we build a reusable infrastructure that will be able to rapidly scale and apply it to an emerging infectious threat like COVID-19 to improve public health capacity and outcomes.

What is the problem or opportunity? Describe the project in a few sentences as in an elevator pitch.

Target Users

Primary - Front line emerging infection staff (Clinicians, support staff), patients and caregivers
Secondary - Federal Agencies (CDC, FEMA, ASPR, CMS), HIT Vendors, Clinic IT Staff, Clinical SME's, Supply Chain Companies, Testing Companies, Vaccine Research Institutes,  Telehealth Companies, Clinical Organizations (AMA, specialty societies), State and Local Public Health Organizations/Departments, HL7, Terminologists, Measure Developers

Who are you designing for? Be as specific as possible. Whom do you need to understand? Why are they important?

Project Scope

Focused on the Ambulatory Setting including the following:
Case Identification and Reporting
HIT - Response Data Dictionary, Registry and Infrastructure for cross-network tracking
Supply Chain Tracking/Resources and Equipment (PPE)
Education and Outreach
HIT-enabled tools to support evidence-based care and clinical workflow

Constraints

Work with the homecare team to identify overlaps.
Avoid duplication with other projects
This specific project as of now is not resourced
Multiple stakeholders may have different priorities

What constraints do you need to work within? What requirements must a successful solution meet?

Exploration Questions

What do frontline staff think is the highest priority?
What are the gaps in our current response?
What is the correct sequence of events that happen when the first case of an emerging threat is found?
How to incorporate these solutions into a complex and changing workflow and set of HIT systems
Where is the best place to communicate information to the different customers of this work including patients, front-line healthcare workers, healthcare organizations, specialty societies, etc.

Expected Outcomes

A reusable framework that can be stood up in less then a week upon the identification of an emerging infection.
Implemented tools that support evidence-based management of COVID-19 patients and those who may be impacted

What outcomes would you like to see?

Success Metrics

Reduced mortality, better prepared healthcare workers, data informed decisions be made on accurate data to irradicate the infection spread.
Improved ability to track cases
