Concepts that are codified can use different value sets from different code systems.
The code systems may have hierarchical structure, and/or relationships that may need to be leveraged for decision making purposes
Example: WHO grading of anemia severity
This table specifies sex as: male, nonpregnant female, pregnant female.
This is easily done in DMN as a list, but this would be difficult to implement with FHIR unless revised.
