Per our discussions in Salt Lake July 7-8, 2014, the process we're initially following for creating HSPC profiles is shown below:

 

 

We’re starting with the content in Intermountain Clinical Element Models (CEMs), omitting anything that’s clearly implementation-specific and adding anything we didn’t have but that we see the FHIR resources containing that seems appropriate for an HSPC-standard profile.  The result of the process is FHIR profiles and associated terminology which we propose as HSPC standards.  We're releasing them to the HSPC community for review, to see how these profiles/terminology align with the various system requirements that exist.  After incorporating feedback, the end result will be a consensus set of HSPC profiles/terminology.  We are currently formalizing a review process.

We expect this to be an iterative process; we want to get something out for people to start using as soon as we can, but we also expect subsequent iteration/refinement.
