The utility of a piece of data does not only depend on the type of the data (usually as expressed by the codification), but also by the relationship of the data to the context of use.
The data may be stale (e.g. too old to be of practical use), or may have the wrong pedigree/provenance (e.g. acquired using the wrong method): despite being correct, some data may not be usable in a particular context.
Being context specific, the criteria should not be captured/modeled within the data, but the data should carry enough context/metadata to enable this kind of determination, if needed.
